Elan was born in Queens, New York.   He earned his Bachelor of Sciences degree in business and management at Yeshiva University, Sy Syms School of Business, 2012 and his Juris Doctor from Cardozo School of Law in 2022.  He was admitted to the New York State Bar in 2022. He is a member of the New York State Bar Association.
